Do servers in Asia have a specific IP range?

Do specific regions have certain IP ranges? Or is it all just random? For example would the range of IP's belonging to servers in Asia have a certain range designated to them, compared to say servers in the Middle East or South America? If I wanted to search for servers in a specific region how would I go about doing that?
